- (a)制定規程及框架 i. 設立臨床治理及質量保證系統；及 ii. 根據醫管局及國際標準，制訂循證醫學規程（例如靜脈輸液療法、高級心臟生命支援及飛行途中急症處理）。
- (b)合規與品質保證 i. 複核空勤人員臨床記錄； ii. 評估現行操作指引與方案的合規性；及 iii. 處理來自救護服務、急症室等部門及其他持份者的投訴/回饋。
- (c)訓練與能力支援 i. 協助評估醫療培訓計劃； ii. 確保空勤人員具備操作能力並遵守規程；及 iii. 推動研究計劃以改善實務水平。
- (d)協調與更新 i. 就醫療病例/記錄與醫院管理局聯絡；及 ii. 與外部機構協調和及時更新部門的相關院前護理指引。
職責
- (a)Protocols and Framework Development i. Establishing a clinical governance and quality assurance system; and ii. Developing evidence-based medical protocols (e.g., Intravenous
- (IV)therapy, ACLS and in-flight emergencies) aligned with Hospital Authority and international standards.
- (b)Compliance and Quality Assurance i. Reviewing Air Crewman Officer (ACMO) clinical records; ii. Evaluating compliance to established operational guidelines and protocol; and iii. Managing complaints/feedback from ambulance services, Accident and Emergency (A&E) departments, and other stakeholders.
- (c)Training and Competency Support i. Assisting in the evaluation of medical training programs; ii. Ensuring ACMO operational competency and protocol adherence; and iii. Facilitating research initiatives to advance practices.
- (d)Coordination and Update i. Liaising with the Hospital Authority on medical cases/records; and ii. Coordinating with external bodies to ensure timely updates and alignment on prehospital care practices.

申請人必須具備：
- (a)直升機緊急醫療服務 (HEMS) 和直升機搜索及救援 (SAR) 的豐富知識及實際工作經驗；
- (b)社區及醫療感染預防與控制的豐富知識及實務經驗；
- (c)不少於十年醫療衛生範疇的管理督導經驗；
- (d)醫療機構質量與安全個案調查經驗；
- (e)有效的國際心肺復甦法導師及培訓資格，包括高級心臟生命支援術(ACLS)的導師認證；
- (f)良好的中英文書寫能力，並操流利英語及粵語；及
- (g)熟悉操作常規電腦應用軟件，包括文書處理、試算表、簡報等。
Candidates should have:
- (a)substantial knowledge and hands-on experience in Helicopter Emergency Medical Service (HEMS) and helicopter-based Search & Rescue (SAR) operations;
- (b)substantial knowledge and practical experience on Community & Healthcare Infection Prevention & Control knowledge;
- (c)at least ten years' supervisory experience in the healthcare field;
- (d)institutional Quality & Safety on case investigations experience;
- (e)valid International Resuscitation Instructor and Faculty status, including Advanced Cardiac Life Support (ACLS) instructor certification;
- (f)proficiency in spoken and written English and Chinese (Cantonese); and
- (g)operational competence in standard office applications, including Word Processing, Excel and Powerpoint.
